Wastebusters demonstrated how committed volunteers can identify a community problem, develop practical solutions, influence public policy and work with local government to create lasting change. At the same time, its experience showed the limits of relying on volunteer labour to sustain essential services over the long term. Volunteers can initiate change, demonstrate what is possible and build community support, but successful initiatives may eventually require secure funding, staffing and institutional support to remain sustainable.
